A national institution for semiconductor ecosystem development. India Semiconductor Mission, or ISM, is the coordinating institution established to support India’s semiconductor and display ecosystem. The Union Cabinet’s December 15, 2021 announcement described ISM as a specialized body for implementing the associated schemes and long-term strategy. The initiative concerns manufacturing, design, packaging, and related capabilities. It should not be reduced to the construction of one leading-edge logic fab.
The original program covered several technical categories. The 2021 Cabinet announcement approved a program outlay of 76,000 crore rupees and described support spanning silicon fabs, display fabs, compound semiconductors, silicon photonics, sensors, packaging, and design. That figure is the announced program envelope, rather than evidence that the entire sum was immediately spent or that every later project uses the same funding terms. Financial and eligibility details must be read in the applicable dated scheme documents.
Design, fabrication, and assembly are different capabilities. A chip-design team develops an architecture and implementation, a wafer fab manufactures devices and interconnects, and assembly and test convert dies into qualified packaged components. Success in one stage can support ecosystem growth without demonstrating the others. Packaging and test projects can therefore be significant industrial developments even when they do not include a front-end wafer fabrication process.
Project milestones should be reported separately. Approval, financial commitment, groundbreaking, tool installation, pilot output, customer qualification, and commercial shipment describe different stages. Announced wafer or package capacity usually represents a target under stated assumptions. Evaluating a project requires the process or package technology, qualified product types, operating stage, workforce, utilities, and customer arrangements. An approved project cannot be counted as operating production simply because construction has begun.
The objective is a working industrial ecosystem. Sustained semiconductor activity depends on reliable infrastructure, equipment support, materials, design tools, IP, trained people, and access to customers. International partnerships can contribute technology and market connections while domestic capabilities develop. ISM is best understood through these concrete capabilities and the implementation of specific schemes, rather than an assumption that a national mission immediately removes all overseas dependencies or establishes every class of chip manufacturing.
